        Contractul are ca scop furnizarea, transportul si distributia zilnica a produselor lactate pentru elevii din învatamântul primar si gimnazial de stat si privat, precum si pentru copiii prescolari din gradinitele de stat si private cu program normal de 4 ore, în judetul Botosani pentru anul scolar 2017-2018.

        Contractul va include transportul si distributia la scoli si gradinite.

        Produsele lactate se vor livra cu caracteristicile si în conditiile solicitate în Caietul de sarcini.

      A) Avand in vedere ca procedura de atribuire este online (cu etapa finala de licitatie electronica) in cazul in care se constata ca 2 sau mai multe oferte admisibile cu valori ofertate egale clasate pe primul loc au preturi egale, comisia de evaluare va solicita reofertarea prin intermediul SEAP, in vederea incarcarii electronice de catre operatorul economic de documente care contin noi preturi.

      b) In vederea completarii DUAE, operatorii economici interesati vor accesa urmatorul link: https://ec.europa.eu/growth/toolsdatabases/espd/filter.

      c) Pentru eventualele neclaritati si omisiuni sesizate cu privire la documentatia de atribuire, ofertantii au dreptul de a solicita clarificari numai anterior datei limita de depunere a ofertelor si numai prin intermediul SEAP.

      Reguli de comunicare si transmitere a datelor:

      Solicitarile de clarificari se vor incarca in mod exclusiv in SEAP la Sectiunea „Intrebari” din cadrul anuntului de participare, in format electronic, semnate cu semnatura electronica extinsa iar raspunsurile la acestea vor fi publicate in SEAP la Sectiunea „Documentatie si Clarificari”, autoritatea contractanta urmand sa nu dea curs solicitarilor adresate prin alta modalitate de comunicare decat cea stabilita.

      Prin urmare, pentru transmiterea solicitarilor de clarificari in legatura cu Documentatia de atribuire operatorii economici trebuie sa se inregistreze in SEAP (www.e-licitatie.ro): Autoritatea contractanta va raspunde in mod clar, complet si fara ambiguitati, cat mai repede posibil, la orice clarificare solicitata, intr-o perioada care nu trebuie sa depaseasca, de regula, 3 zile lucratoare de la primirea unei astfel de solicitari din partea operatorului economic, cu conditia transmiterii solicitarii de clarificari in timp util de catre operatorii economici.

      Pentru comunicarile ulterioare depunerii ofertelor, comisia de evaluare va transmite solicitarile de clarificare in legatura cu oferta prin SEAP (Sectiunea „Intrebari”). Operatorii economici vor transmite raspunsurile la clarificari si eventualele documente solicitate pe parcursul evaluarii ofertelor prin intermediul SEAP (Sectiunea „Intrebari”), in format electronic, semnate cu semnatura electronica extinsa, conform prevederilor „Legii nr. 455/2001 privind semnatura electronica”.

      In urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta comunica fiecarui ofertant ca a fost respins, motivele care au stat la baza acestei decizii, iar celorlalti faptul ca se trece la faza urmatoare de verificare, cu respectarea prevederilor Capitolului IV, Sectiunea a 13–a din Legea nr. 98/2016.

      Pentru transmiterea comunicarii ofertantului la procedura a rezultatului evaluarii fazei precum si a motivelor de respingere, autoritatea contractanta va proceda la accesarea sectiunii „Intrebari”- din detaliul anuntului de participare si la incarcarea documentului, semnat cu semnatura electronica extinsa bazata pe certificat calificat, prin care se aduc la cunostinta ofertantului motivele respingerii si prevederile legale asociate acestora.
